Canadian discrimination

Got a Bed Bath and Beyond circular in the mail on Friday. Was flipping through it, since they always have a coupon in it, looking to see if there was anything needful on sale that I had been putting off getting. They are having a drawing for college money. I was interested to see if there was an expiration on the winnings – could I, not have a child at present, win and keep the money for 18+ years? So I went to the fine print and found this little gem:

If an eligible Canadian entrant is selected as a potential winner, he/she will be required to correctly answer, without assistance of any kind, whether mechanical or otherwise, a time-limited mathematical skill-testing question administered by telephone at a pre-arranged, mutually convenient time before being declared a winner.

So… is this to make sure that if a Canadian wins, he or she is capable of functioning well enough to get into a college? Seems a bit insulting to me – okay, you win, but before we give you the money, add 2 + 2. Now divide 9573 by the square root of 13 – no calculators. Your answer is 5? Aw, too bad, but thanks for playing.

Is this something that is standard for Canadian giveaways or what?
